Sauron wanted to enslave Middle-earth and could not do without the Elves’ assistance for this purpose. Thus, he appeared before them in the form of a gentle, wise, kind figure and called himself Annatar. He deceived the Elves by making them believe he was their friend and promised them knowledge by teaching craftsmanship for magical rings. Why Did Sauron Make the Rings of Power
So the reason why Sauron created the rings of powers was because he needed a way to dominate and control the human, the elves, the dwarfs and the only way he can achieve this was the rings of power, in other word, the rings of power will give him the power to dominate this set of people.
What makes this ring powerful was because it was forged in secret in the fires of Mount Doom and it had with it some powerful magic. Sauron forged three for his own use, thereby realizing incredible powers. He forged seven rings for the Dwarf-lords and nine for the Men. These rings were corrupted by the will of Sauron and turned their wearers into servants.
The Rings of Power were a symbol of Sauron’s ambition and his desire to have complete control. He felt that if he had the Rings in his possession, he would be able to manipulate the fate of Middle-earth. In the end, however, it was the Rings that defeated him. Free peoples united against Sauron, destroyed the Rings, putting an end to his terrorizing rule.
